Resumen
Las buenas prácticas en Técnica Legislativa no solo consisten en la correcta elaboración de los proyectos de
leyes respetando su estructura, homogeneidad, sintaxis y gramática, sino que también incluye el proceso o
procedimiento de elaboración de la ley cuyo marco, en el Paraguay, lo encontramos en el Constitución Nacional
de 1992, los Reglamentos de ambas Cámaras del Congreso y algunas leyes que reglamentan ciertos artículos
constitucionales que hace a dicho proceso. Dentro de este proceso de formación de la ley establecido en la Carta
Magna debería haberse contemplado el control constitucional de las normas legales, es decir el control ex ante,
que es aquel que se realiza antes de la elaboración del proyecto, el control in itinere, que debe darse durante
el proceso de estudio del mismo y el más conocido, el control ex post de las normas, es decir el control del
impacto que genera esa norma una vez sancionada, y aplicada. En este trabajo se sigue el itinerario
constitucional de elaboración de leyes, haciendo un análisis profundo de lo establecido en la Norma Normarum
y busca conocer si en este proceso se contemplan o no dichos controles.

Abstract
The good practices in Legislative Technique not only consist in the good elaboration of the projects respecting
its structure; syntax and grammar, but it also includes the elaboration process of the law, that in Paraguay,
we find it in the National Constitution of 1992, in the regulations of both Chambers of the Congress and in
some regulatory laws. Into this process of formation of the Law established in the Magna Carta should have
been contemplated the constitutional control of the legal norms, that is ex ante control, ex itinere and the best
known the ex post control of the norms. In this inform the constitutional work of elaboration of laws is
followed and seeks to know if in this process these controls are contemplated or not. The good practices in
Legislative Technique not only consist in the correct elaboration of the draft laws respecting their structure,
homogeneity, syntax and grammar, but also includes the process or procedure of elaboration of the law whose
framework, in Paraguay, it is found in the National Constitution of 1992, the Regulations of both Houses
of Congress and some laws regulating constitutional articles related to said process. Within this process of
formation of the law established in the Magna Carta, constitutional control of legal norms should have been
contemplated, that is, ex ante control, which is that which is carried out before the project is prepared, control
in itinere, that must occur during the study process of the same and the best known, the ex post control of the
rules, that is, the control of the impact that this rule generates once it is sanctioned and applied. In this work,
the constitutional itinerary for the elaboration of laws is followed, making a deep analysis of those established
in the Normarum Norm and seeks to know if these controls are contemplated or not in this process.
